Speaking after questioning Forth Replacement Crossing project leaders in the Scottish Parliament, Liberal Democrat Transport spokesperson Alison McInnes said:
"I asked Transport Scotland how they would ensure value for money when there are only two contractors bidding.
"It transpires that there is a 'non-success premium' written into the bidding process for the new Forth Crossing.
"To you and me, this means that the unsuccessful bidder will receive up to £5 million as a consolation prize.
"In these straightened times, taxpayers will look askance at this use of public money."
