Speaking about the devastating flooding which hit the area on Sunday, Alison McInnes, Liberal Democrat Local Government spokesperson said:
"It is clear that with greater incidents of flooding it needs to be easier for local authorities to access money to help with clean up operations and flood protection.
"Only a couple of months ago I wrote to the Cabinet Secretary, John Swinney, calling on him to lower the threshold for council access to emergency funding through the Bellwin Formula. That was a clear recommendation of the 2007 Flooding Summit, yet we are still waiting for action to be taken.
"As the dramatic flooding has shown in the past few days, natural disasters can cause enormous damage and disruption. Stonehaven and the surrounding area have taken a battering which will take a while to recover from.
"Our praise must go not only to the emergency services who worked tirelessly to assist as many people as possible to safety but also to the wider community who showed real camaraderie in a time of need."
